The State Pollution Control Board, Odisha, on September 7, 2026, has directed all entities covered under the Plastic Waste Management (PWM) Rules, 2016, to obtain mandatory registration on the Common Extended Producer Responsibility (EPR) Portal developed by CPCB. The earlier EPR Portal for plastic packaging was discontinued from June 28, 2026, with all user data migrated to the Common EPR Portal.
The following has been stated:
Producers, including micro and small enterprises, importers of plastic packaging and raw materials, brand owners, manufacturers of plastic raw materials and compostable/biodegradable plastic items, sellers, and Plastic Waste Processors (PWPs) involved in recycling, waste-to-energy, waste-to-oil and industrial composting are required to register on the Common EPR Portal.
Entities covered under the EPR requirements shall not carry out business without registration. Transactions involving purchase or sale with unregistered entities will also be discontinued on the Portal, subject to applicable exceptions for certain Brand Owners and PWPs.
All stakeholders have been directed to immediately complete registration, ensure that plastic packaging/plastic waste transactions comply with regulatory requirements, report transactions through the Portal, and require their unregistered suppliers and buyers to obtain registration. Non-compliance may attract action under the PWM Rules, 2016.
